If I had to chose, I'd chose well written voiced>badly written voiced>player controlled silent>strictly silent protagonists. It all just depends on how well it's written. Like in TWD games, sometimes silence is a viable option. Rarely are they in situations where they are being talked to and you'd feel like they'd HAVE to say something.
